Mr Monkey scampered into the Fan Museum, which is housed in a pair of Grade II* listed buildings. Looking around the first room, he found out that French fan makers used to flatten out old fans and add a bit of extra material to make a framable picture. He inspected one of these depicting the 20th birthday of the Grand Dauphin (only son of Louis XIV) and found out that one of the women was showing her ignorance of court etiquette by using her fan as a fan and not keeping it tightly closed.
You can read about the museum at the Fan Museum website.
