As he was walking along the promenade, Mr Monkey noticed lots of unfamiliar flags. They all had a little label on the flagpole, and were from places like Catalonia, Sardinia, Cornwall, Brittany or Lapland.
Eventually he found a sign which explained that because someone on the Aberystwyth council was disappointed at not seeing the Welsh Dragon flying in foriegn countries, they'd decided to fly the flags of other minor nations*, so that visitors from those minor nations can see their flags flying whilst on holiday. As long as they go to Aberystwyth for their holidays, anyway.
