There's a wide range of classically inspired monuments on top of Carlton Hill. The one on the right would have been a copy of Athen's Parthenon, to commemorate the Scottish dead from the Napoleonic wars, except that they needed 42,000 and could only raise 16,000. So they stopped building it and decided it was a National Monument.
